Conference “Mapping of Film Industry in Bosnia and Herzegovina"

The conference “Mapping of Film Industry in Bosnia and Herzegovina” was held in Banjaluka, Bosnia, March 5 and 6. The conference was organized by Vizart Film from Banjaluka in cooperation with Obala Art Centre from Sarajevo and with the support of UNESCO International Fund for Cultural Diversity.

The key speakers were the leading film experts in the country:

• director of the Sarajevo Film Festival Mirsad Purivatra,
• national representative of Bosnia to Eurimages Jovan Marjanović,
• president of the Association of Filmmakers in B&H Amra Bakšić Čamo,
• vice‐dean of Academy of Art in Banjaluka Predrag Solomun,
• screenwriter and producer Elma Tataragić,
• director of Vizart Film production company Zoran Galić.

The research document “Mapping of Film Industry in Bosnia and Herzegovina” was presented at the first day of the conference. The document covered all the segments of the film production and it provided information about the industry structure, employment, fundraising, role of education, legal and institutional frameworks, tax benefits etc.


The research findings were then analysed and discussed by the speakers and the
audience: representatives of three major Art Academies in Bosnia (from Banjaluka, Sarajevo and Tuzla) and their students, representatives of civil society organizations, diverse filmmakers, film festivals’ representatives, etc.

The second day of the conference was organized like a round‐table for discussion. Its result is the creation and adoption of the Action Plan for the Development of Film Industry in Bosnia and Herzegovina. The Action Plan is submitted to the Ministries competent for culture and in this way formalised as a policy paper for development of Bosnia and Herzegovina film industry.

The Action Plan calls for concrete steps and changes in legislature both on entities’
levels and on state level [1], such as:

• ensuring the implementation of the Law on Cinematography in the Republic of Srpska;
• adopting the law on audiovisual works in the Federation of Bosnia and Herzegovina;
• creating a new legal framework on audiovisual creations on a state level, in
accordance to the existing EU laws.


It also suggests the establishment of the Association of Filmmakers and the Film Centre in Republic of Srpska, establishment of the Federal Audiovisual Agency, creation of the Film Fund on the state level specialised for the co production between entities, introducing the tax benefits for the stimulation of the country’s film production and for attracting the foreign investments, etc.

The conference is organised as a part of the project “Mapping of Film Industry in Bosnia and Herzegovina”, supported by the UNESCO International Fund for Cultural Diversity.

The goal of the project is to strengthen the cultural sector in Bosnia and Herzegovina and by that to contribute to the sustainable development of the country and to the creation of new jobs.
