Oleg Novkovic was born in 1968 in Belgrade, Serbia (Yugoslavia). He studied Film and TV Directing at the Faculty of Dramatic Arts in Belgrade. He has taught film in workshops sponsored by non-government institutions and for the private film school Dunav-film.
